José Vieira da Costa has more than 45 years of experience in Hydraulics and Water Resources in Portugal, Angola, Brazil, Morocco, Mozambique and Tanzania. He was Technical Coordinator of several Integrated Management Plans for Water Resources, involving extensive multidisciplinary teams, such as Drainage Basin Plans for the rivers Tejo (Portugal), Bengo, Dande, Cuanza and Zambeze (Angola). He was Project Director of the "Water Availability in Extreme Situations in the Iberian Peninsula" and "Zoning Plan of the Karst Region in the Curitiba Metropolitan Area" (Brazil) studies. He also directed the "Economic Sustainability of Water Management" and "Shared Management of the Portuguese-Spanish Drainage Basins" strategic themes for the National Water Plan (PNA 2010). Costa was President of the Portuguese Water Resources Association between 2006 and 2008.
